- If the petition is granted to Waste Management, there is no guarantee that they won't
be back in 2020 or 2025 initiating this process all over again to expand even farther
south. To our knowledge, Waste Management has not agreed to cap and leave the
City of Elk River in 2030. One expansion allowance opens the door for subsequent
requests. We need to be certain that this is the direction we want to see our city go
and this is the face and reputation we want for our city.
- In Monday night's worksession, Waste Management addressed the issue of end-use
for the land. Waste Management stated, "We are building a golf course on the site in
Burnsville." This statement was given in present-tense. They also offered several other
examples of end-use projects that they had completed, but with no specifics such as
where, how long after the site was capped and photographic or written evidence.
After speaking with the MN PCA and the City of Burnsville, that site is still fully
operational, and, according to the City of Burnsville, they are not aware of any plans
for the end-use of that land. According to Burnsville, "They are still using that site and
if there are any plans it won't be for many years to come."
- There was a lot of ambiguity from WM at the worksession. They were very non-
committal about their plans for the developable land and changed their answers on
the use of that land several times. They weren't sure when the mining of the land
would be completed, couldn't say where structures and infrastructure would go and
went from stating that they would not need to use the developable land to we can't
operate without using it. WITHOUT A CONCRETE, SPECIFIC, DESCRIPTIVE PLAN AND
TIME-LINE WE DON'T REALLY KNOW WHAT THEIR INTENTIONS ARE.
Thank you for taking the time to review these points prior to the next City Council meeting.
Angela Mathison
22382 Tipton Street NW
Elk River, MN 55330
