~j <br />City of <br />Elk ~- <br />.River <br />REQUEST FOR ACTION <br />To Item Number <br />Ma or and Ci Council 3.5. <br />Agenda Section Meeting Date Prepared by <br />Consent Se tember 21, 2009 Tex Maurer, Public Works Director <br />Item Description Reviewed by <br />Adoption of Resolution Requesting MnDOT to Perform Speed Lori ohnson, Ci Administrator <br />Studies Reviewed by <br />Action Requested <br />The City Council is requested to adopt the attached resolution asking MnDOT to perform speed <br />studies on the new portion of 193`d Avenue along with 2215` Avenue and Jarvis Street. <br />Background/Discussion <br />Speed limits in the State of Minnesota are set by MnDOT and/or State Statute. In order to post <br />an enforceable speed limit, MnDOT needs to perform a speed study and determine the correct <br />speed limit to be posted. As the completion of 193`d Avenue construction is nearing, the <br />resolution requests MnDOT to perform the speed study on 193` Avenue between Xavier Street <br />and CSAH 13. <br />Two other streets in our city have also recently been questioned. I have reviewed both of these <br />with the Police Chief and we both feel that it would be appropriate for MnDOT to perform a <br />speed study. The first is 2215C Avenue between TH 169 and CSAH 1. There is one speed limit <br />sign of 45 mph at the east end of this roadway and no other speed limit signs. In order to sign <br />the entire route, we believe it is appropriate to have MnDOT take a look at speed limits along its <br />entirety. The second area in question is Jarvis Street in the southeast corner of the city. We have <br />received some concerns from residents that 45 mph which it is currently posted at is too fast. <br />The Police Chief and I have driven the route at 45 mph and do concur that with the additional <br />housing in the City of Ramsey on the east side of the street and additional light industrial <br />development in the City of Elk River on the west side of the street, 45 mph may be too high a <br />speed limit.
