?ity of

ITEM 5.5.

vet

MEMORANDUM

Mayor and City Council

FROM: Phil Hals, Streets/Parks Superintendent

DATE:

November 4, 1996

SUBJECT: Annual Review of Snow and Ice Control
Policy

As in the past, it is necessary for the City Council to review and adopt the
snow and ice policy. On November 14, 1996, I will be attending a seminar on
snow and ice policies, conducted by the League of Minnesota Cities Insurance
Trust. If they find deficiencies with our policy, I will schedule a spot on a
future agenda to review possible changes.

The basic elements of our policy remain the same as last year with six truck
routes, one sidewalk route, one loader route, one walkway/parking lot route,
one multi-service route, and one hired loader for cul-de-sacs.

The following plans have been added for the 96-97 season:

· Lafayette Woods (partial)
· Nordic Woods
· Ridgewood Hills
· Pheasant Run
· Weatherwood
· Hillside 5th & 6th
· Cherry Hills
· E.H. Rennet
· 171st Ave

It is my estimate that the new streets will add approximately 6 hours of
plowing time. Our plan is to add some mileage to each plow route. If this
growth continues, we will need to add another plow route for next year.

This past year we placed more emphasis on attention to detail (i.e. extra trips
to clean up, spot sand and widen). Judging from the reduced number of
complaint calls our efforts were well received by the public. It is our plan to
continue to improve the level of service we can offer without adding extra
overtime or large increases in materials used.

13065 Orono Parkway · P.O.
