Recommendation <br /> <br />Staff recommends approval of the Waste Delivery Contract between the City <br />of Elk River and Sherburne County. <br /> <br />b) HAULER CONTRACTS <br /> <br />Staff has worked with Corrow Sanitation, East Tonka Sanitation, and <br />Peterson Brothers Sanitation to negotiate new hauler contracts. The main <br />change in the new contracts is that the city will pay the disposal costs, and <br />simply pay the haulers to pick-up the garbage and take care of the recycling. <br /> <br />There will be no change in the quality of service provided by our haulers. <br />Staff was able reduce the residential garbage rates while simultaneously <br />adding magazine and catalog recycling to our residential program. <br /> <br />The city will pay the haulers $9.40/mo. per household. Our new contracts <br />state that after one year, the city and the haulers will sit down to discuss any <br />rate changes or other program changes. <br /> <br />After factoring in tax, administration fees, and disposal costs, we were able to <br />reduce the rates to our residents by a minimum of $1.70 per month. A draft of the <br />new contract is attached for your review (attachment B). <br /> <br />Recommendation <br /> <br />Staff recommends approval of the Agreements for Garbage, Refuse and <br />Recycling Collection from November 1, 1996, through October 31, 1999.
