(Co.ntractor). _ ............... ~_..... <br /> <br />RECITALS <br /> <br /> WHEREAS, thc City requires the collection and disposal of garbage and ruh'bish~ and <br />.recyclables from residences in. the City of Elk River; and <br /> <br /> WHE.REAS, it is the intent of the City to establish a volume-based collection.SyStem <br />of garbage, rubbish, trod .recyclables that encourages recycling and discourages dis~)sal; and <br /> <br /> WHEREAS, thc Contractor is a licensed .hauler in the City of .Elk River engaged:..'in.the. <br />business o:f collection and disposing of garbage ami rubbish', and ,reey¢lables; and ' <br /> <br /> WHEiREAS, the City desires to hire the services o.f the Coat, ac'tot and the. contrat:tor <br />d~si.res 'to.provide the se:rvice~ to fl.~ City; and ' <br /> <br /> WHEREAS, the City has entered into a contract with Sherburne County ,in whichl the <br />City ag.reed to deliver al.l residential 'wast:¢ collect°d in the City to the Elk River <br />Recovery Facility owned and ol~rated by 'NRG Energy, Inc,; and <br /> <br /> WHEREAS, under the S.hcrbume Cotmty contract 'the City will pay NRG Energy; linc. <br />directly ~br all .waste managed at: the/hcility.
