The average LADWP rate today is 3.5 cents less than the <br />SCE rate, he said. <br />Freeman said dropping coal from the LADWP energy mix would be tempered <br />by rises in coal power costs due to future regulations on carbon dioxide. <br />"We are facing a day where [coal power] won't be available to us or the cost <br />will be so high that it makes sense to invest in the renewable infrastructure," <br />he said. -DAVID L. The following is <br />a response to an article in the July ?U Public Power Dcrily (see story in this <br />week's Public Power Weekly) that reported on remarks made by Sen. John <br />Kerry, D-Mass., about the possibility of China accepting limits on carbon <br />emissions. -editors <br />I read Senator's Kerry's statement on climate change legislation ("If we move, <br />China and the rest of the world will have to move. ") to be either naive or <br />disingenuous. Both readings are alarming. However, if that belief is honestly <br />held, I ask that Senator Kerry and others who share the belief consider the <br />following modest proposal: <br />Make the effective date and enforceability of any U.S. legislation on climate <br />change contingent upon countries such as China and India enacting and <br />enforcing similar restrictions on carbon dioxide. <br />By making the legislation conditional, the United States can still be a leader <br />without risking our economy upon predictions about the behavior of other <br />countries. <br />Raymond A.
