Box 430
Elk River, MN 55330-0430
Aug 7, 2009
To: Elk River Municipal Utilities Commission
John Dietz
Jerry Gumphrey
Daryl Thompson
From: Troy Adams
Subject: Review and Consider Salary Structure Study
Phone: 763.441.2020
Fax: 763.441.8099
At the Utility Commission meeting Aug 12, 2008, the Commission authorized Riley, Dettmann
& Kelsey LLC to perform a salary structure study similar to the study they had performed for the
City. The purpose of this study was to ensure consistent coordination within the company pay
structure between the different pay grades and also meet the pay equity requirements.
Through this study; Rod Kelsey assisted staff in completing Job Description Questionnaires
(JDQs). From these JDQs, Mr. Kelsey established "points" for each position and point ranges
that were based on Riley, Dettmann & Kelsey LLC's Job Evaluation System. Enclosed for your
review is a Job Evaluation Summary outlining the proposed position "grades" and the point
ranges.
Under the direction of the Utilities Commission Chair, City staff has generated proposed salary
ranges for the Utilities based on the proposed Job Evaluation Summary. These proposed salary
ranges are enclosed for your review. Also enclosed is Elk River Municipal Utilities current
salary ranges.
