Case File: P 09-02 <br />Page 2 <br />Baldwin Family Farm <br />As an alternative, staff has identified two alternate options that give the Elk River Citizens Sign <br />Committee necessary rights to construct the sign: <br />1. Plat Lot 1 as an Outlot. This makes it non-buildable and when platted in the future, park <br />dedication is due at that time. <br />2. Acquiring a permanent sign easement across the area of property needed for the sign. This does <br />not require platting nor park dedication. <br />Parks <br />Park Plan -The Comprehensive Park Plan does not indicate any park target area nor trail corridor in the <br />wider area. <br />Park and Recreation Commission Recommendation -Given the Comprehensive Park Plan, staff <br />recommends that the Parks and Recreation Commission recommend that park dedication be paid in the <br />form of cash for two (2) commercial lots at the rate applicable at the time of Final Plat approval.
