Memo to the Mayor and City Council/CU96-12 <br />October 21, 1996 <br /> <br />Page 4 <br /> <br />Should the property be rezoned to hght industrial, the percent of the <br />exterior finish that consists of material from the approved hst is reduced <br />to 25%. With the proposed brick facing on the side of the building facing <br />the road, the building would meet the 25% requirement. <br /> <br />· Grading and drainage <br /> <br />The City Engineer has reviewed the grading and drainage plan and <br />outlined his concerns in his letter dated 9/20/96. The grading and <br />drainage plan should be revised to address his concerns. <br /> <br />· Existing signage and storage <br /> <br />The existing signage exceeds what is allowed. The signage on the site <br />should be made to comply with the sign ordinance. The semi-trailer that <br />is currently parked on site and used for storage should be removed prior <br />to the issuance of a building permit. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held September 24, 1996 no one spoke at <br />the public hearing. The apphcant, when asked ff he had any comments on the <br />recommendations, indicated that his only concern was having enough room to <br />access the rear of the property along the west side of the existing building. He <br />was concerned that requiring 5 feet of grass along the west property line might <br />not allow him enough room to access the proposed storage building. <br /> <br />Recommendation <br /> <br />Variance Requests <br /> <br />The Planning Commission and staff recommend that the City Council approve a <br />5 foot variance to allow pavement within 5 feet of the west property hne along <br />the west side of the existing building based on the following findings: <br /> <br />The hteral enforcement of the ordinance will cause undue hardship for <br />the apphcant because the only reasonable access to the rear of the long <br />narrow lot is along the west side of the existing building. In order to <br />provided the necessary access, the pavement will have to be within 10 feet <br />of the west property hne adjacent to the existing building. <br /> <br />The special conditions which are pecuhar to this property is it's long <br />narrow dimensions and the steep slope down to the rear of the of the lot <br /> <br />s:\councilXcu96-12.doc <br /> <br /> <br />
