Box 5624 <br />Minneapolis, MN 55440-5624 <br /> <br />Dear Mr. Laumbach: <br /> <br />Over the past several months, the City of Elk River and Cargill have been <br />discussing two planning applications initiated by the City. The first <br />application is an ordinance amendment establishing a definition for <br />agricultural research facility along with placing that particular use within <br />the appropriate zoning district. The second is a rezoning application of <br />approximately 60 acres along 165th Avenue owned by Cargill, Inc., to a <br />zoning designation of I-1 (Light Industrial) so as to be consistent with the <br />City's adopted Comprehensive Land Use Plan. <br /> <br />In light of both parties differences on these issues, the City will be <br />withdrawing both applications from Council consideration at their October <br />21, 1996, meeting. The issues are most likely not to be brought up again until <br />either water and sewer is extended down east Highway 10 or Cargill requests <br />an expansion of their research facility. If either one of these events occurs, <br />the City will have to revisit the zoning and possibly the ordinance <br />amendment issue. <br /> <br />On another matter, the City is willing to continue discussing assessment <br />issues associated with water and sewer extension planned for Elk River. <br />Although there is no project at this point, it is expected the City Council will <br />continue to discuss this matter and be prepared to respond when <br />development interest arises in the eastern part of the community. <br /> <br /> s:\plannine\eargfll.doc <br />13065 Orono P%rkway · P.O.
