ity of

MEMORANDUM

ITEM 4.4.

River
FROM:

MAYOR AND CITY COUNCIL

STEPHEN ROHLF, BUILDING AND
ZONING ADMINISTRATOR

DATE:

OCTOBER 7, 1996

SUBJECT: CLERICAL INTERN

On June 3, 1996, the City Council authorized staff to hire a clerical intern to
work mainly in the Building and Zoning Department. It was requested that the
intern work up to 30 hours per week and be paid minimum wage.

Staff has been working with Anoka Ramsey Community College to acquire an
intern. So far all available applicants have declined the offer at the City due to
the minimum wage offer. Staff at Anoka Ramsey has commented that fast food
chains offer a starting wage of $6.00 per hour with benefits for unskilled labor.

The need for additional clerical assistance in the Building and Zoning
Department has become more evident with the increased number of building
permits being issued. It is anticipated that the Building Department will issue
over 2,000 permits in 1996. It is also assumed that the Housing Inspector will
generate additional clerical work.

The remodeling and reorganization at City Hall is nearly complete. The main
purpose of the reorganization was to separate the Planning Department from
the Building and Zoning Department. It was felt that there was too much
commotion in the B&Z and Planning area with the two departments in one
location. Due to the reorganization, the Planning Secretary, whom in the past
aided the Building Department during peak times, will no longer be stationed
next to the B & Z Secretary. It was necessary to move the Planning Secretary
from the building department to let her concentrate solely on planning. The
intern would be stationed in the area vacated by the Planning Secretary.

Attached are organizational charts showing which departments and employees
the clerical staff supports.

Staff is requesting consideration of raising the wage to $6.50 per hour and
lowering the number of hours to 20 hours per week. $6.50 per week @ 20 hours
would equate to $4.25 per week at 30 hours.

ACTION REQUESTED

Authorization to hire a clerical intern for 20 hours per week at $6.50 per hour.

\\elkriver\sysXshrdoc\b&z\steverXbzhelp.doc

13065 Orono Parkway · P.O.
