REQUEST FOR ACTION <br />To Item Number <br />Ci Council 7.2. <br />Agenda Section Meeting Date Prepared by <br />Public Works ul 20, 2009 Ter Maurer, Public Works Director <br />Item Description Reviewed by <br />Resolution Approving the Plans and Specifications and Tim Simon, Finance Director <br />Ordering the Advertisement for Bids in the Matter of the Main Reviewed by <br />Street (Lowell Avenue to Orono Parkway) Bituminous <br />Reclamation Im rovement of 2009 <br />Action Requested <br />Consider adoption of the attached resolution approving the plans and ordering the advertisement <br />for bids for the Main Street Bituminous Reclamation between Lowell and Orono Parkway. <br />Background/Discussion <br />There was $500,000 set aside for the Main Street bituminous reclamation between Lowell Avenue <br />and the Main Street bridge in the 2009 Capital Improvement Program (CIP). When the CIP was <br />put together, it was assumed that potentially $100,000 of the cost would be assessed. When the <br />federal government passed the stimulus program with some portion of the monies going to road <br />and bridge project in each state, we submitted the Main Street bituminous reclamation as a <br />potential stimulus project. At that time, we prepared plans and submitted an application for the <br />reclamation of Main Street from Lowell Avenue all the way to Orono Parkway. <br />Based on the bids recently received for the Norfolk/Morton area which is a similar bituminous <br />reclamation project, the bids were very competitive. It appears that at this time to staff that there <br />is very little chance of any trickle-down stimulus money becoming available in the next 12 - 18 <br />months for this Main Street project. Therefore, we are asking the City Council whether or not <br />they would like to bid the project, attempting to take advantage of the competitive bidding <br />environment we are currently experiencing. To proceed with the project in 2009 would assume <br />that there would be no assessments to the abutting properties, since there is not sufficient time to <br />go through the 429 process and still undertake the construction in 2009. By a way of background, <br />Main Street was reconstructed in 1988 and all abutting properties were assessed for the street <br />reconstruction at that time. <br />If the City Council would like to proceed with this project, we would recommend bidding the <br />portion from the Main Street bridge to Orono Parkway as an alternate in an effort to take <br />advantage of the current bidding environment. <br />Financial Impact <br />If the project proceeds with no assessments, all monies for the project would come from the <br />Street Reserves. The 2009 CIP has $400,000 of Street Reserve dollars set aside for the <br />bituminous reclamation. With no assessments, this may need to increase to $500,000. <br />
