-;ty of <br /> <br />ITEM 6.17. <br /> <br />River <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />MEMORANDUM <br /> <br />Mayor & City Council <br /> / <br />Scott Harlicker, Planning Assistant~ <br /> <br />September 16, 1996 <br /> <br />City of Elk River Request for Zone Change <br />(Cargill Property), Public Hearing <br />Case No. ZC 96-10 <br /> <br />Issue <br /> <br />Consider a request by the City of Elk River to rezone approximately 60 acres of <br />the east half of the northeast quarter of Section 14 lying north of Highway 10 <br />and south of 165th Avenue from Rla (Single Family Residential) to I1 (Light <br />Industrial). <br /> <br />Overview <br /> <br />Attached is a copy of the July 15,1996 memo to the Council. Since that time the <br />proposed east boundary of the area under consideration for rezoning has been <br />moved 400 feet to the west. This was done to address Cargill's concerns and so <br />that the western most buildings of the nutrition center and the caretakers <br />residence are not included in the area that would be rezoned. The buildings are <br />currently housing the animal nutrition lab, molasses building and maintenance <br />shop. <br /> <br />It should be noted that the existing crop land operations currently being <br />conducted on the 60 acres proposed for rezoning can be continued regardless of <br />the zone change. Certain aspects of the nutrition center's operations such as <br />offices, laboratory and other uses consistent with those allowed within the light <br />industrial zoning district can also be conducted on the subject 60 acres should <br />the proposed rezoning be approved. <br /> <br />Recommendation <br /> <br />It is recommended that the City Council approve the attached Ordinance <br />No. 96-__ rezoning certain property from Rla (Single Family Residential) to I1 <br />(Light Industrial) based on the following findings: <br /> <br />13065 Orono Parkway · P.O.
