Memo to Mayor and City Council <br />September 16, 1996 <br /> <br />Page 3 <br /> <br />Highway 10 would be a logical extension of the existing light industrial <br />zoning along the railroad tracks. The properties would be easily accessed <br />from the existing service road on the south side of the highway or the <br />planned extension of 156th Avenue on the north. <br /> <br />Residential Development <br /> <br />Rezoning the property south of the Tailwinds Trailer property to residential <br />development would provide a point of separation between Elk River and <br />Ramsey. It would also allow for some open space between the commercial <br />property in Elk River and the commercial property in Ramsey, thereby, <br />reinforcing the semi-rural character that the City is trying to preserve. <br /> <br />Split Zoned Parcels <br /> <br />The proposed zoning boundaries also follow property lines as much as <br />possible. The current zoning boundaries result in 8 properties with split <br />zoning; the proposed zoning boundaries result in just one lot with two zoning <br />classifications. <br /> <br />Planning Commission Meeting <br /> <br />At the August 27,1996 Planning Commission meeting no one spoke at the <br />public hearing. The Commission discussed the proposed zoning district <br />boundary changes and how it would impact existing businesses. It was <br />explained that the proposed zoning boundaries would actually reduce the <br />number of non-conforming uses in the area affected by the proposed <br />amendment. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City Council <br />approve the attached Resolution No. 96- amending the Land Use Plan <br />based on the following findings: <br /> <br />The amendment to the Land Use Map is consistent with the <br />Comprehensive Plan in that: <br /> <br />a) The long range plan for industrial development calls for industrial <br /> development opportunities in the southeast sector of the city. <br /> <br />b) The area under consideration for light industrial land use <br /> designation is adjacent to other industrial zoned property and/or <br /> <br />s:\planning\scott\zc9615cc.doc <br /> <br /> <br />
