F- Resolution Approving Summary Publication <br /> <br />On March 18, 1996, the City Council adopted an ordinance establishing a <br />moratorium on pawn shops in the City of Elk River. The Council determined <br />at that time that the city's current ordinance was inadequate. The <br />moratorium was set for one year unless earlier terminated by the City <br />Council. <br /> <br />Per request of the City Council, staff has reviewed the licensing regulations <br />and procedures for pawnshops. The issue of pawnshops was researched by <br />Scott Harlicker, Sergeant Tyler, Sandra Thackeray and City Attorney Kevin <br />Johnson. <br /> <br />Planning Assistant Scott Harlicker will review the zoning aspects relating to <br />pawnshops later in the agenda. <br /> <br />The proposed revised ordinance allows for more suitable regulation of pawn <br />shops thereby protecting the health, safety and welfare of the citizens. <br />Listed below are some of the major revisions to the pawnshop ordinance: <br /> <br />1. A public hearing must be held prior to a license being issued. <br />2. The license fee has been increased from $1,750 per year to $12,000 per <br /> year. <br />3. A bond in the amount of $5,000 is required to be filed with the city to <br /> ensure that the licensee observes the ordinances of the city. <br /> <br />13065 Orono Parkway · P.O.
