which is for usage by multiple groups including City recreation programs, private rentals, and Elk River <br />501(c)3 groups. <br />Other Information to Consider <br />An analysis of current uses by Elk River 501(c)3 groups indicated that most groups utilized these facilities <br />no more than four times per month. In most cases usage was less. <br />The City Attorney has reviewed this policy and has no concerns regarding the changes. <br />Parks and Recreation Commission Recommendations <br />The Parks and Recreation Commission unanimously voted in support of the following action request at <br />the June 10, 2009 Parks and Recreation Commission meeting: <br />1. The following policy language be removed: <br />The usage may not be for prayer or other worship services. <br />This action would promote equal usage by all types of loca1501(c)3 groups. <br />2. The following policy language be added: <br />Elk River 501(c)3 groups will be allowed up to four usages per month under the <br />501(c)3 guidelines. If an Elk River 501(c)3 group requires more than four usages in a <br />one month period, the group will then be charged the Elk River Resident rental rate <br />for the additional rentals. <br />This action will promote a balanced use by all user groups in the future.
