He indicated that it was the desire of <br />the church to solidify this verbal agreement in writing. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR <br />CENTRAL LUTHERAN CHURCH TO EXPAND THEIR PARKING LOT FACILITY WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />THE CHURCH GRANT TO THE CITY A 14 FOOT EASEMENT ALONG THE WEST <br />SIDE OF LIONS' PARK DRIVE FOR DRAINAGE, UTILITY AND SNOW STORAGE <br />PURPOSES. <br /> <br />LANDSCAPING BE PROVIDED WITHIN THAT AREA BEING IMPROVED AT THIS <br />TIME IN ACCORDANCE WITH THE CITY'S PERFORMANCE STANDARDS. <br /> <br />ALL AREAS DISTURBED BE PROPERLY SODDED OR SEEDED, WHICHEVER IS <br />NEEDED TO PREVENT EROSION FROM OCCURRING. <br /> <br />THE PROPOSED ACCESS ONTO LIONS' PARK DRIVE SHOULD HAVE THE CURB <br />AND GUI'rER TERMINATED AT THE CHURCH'S EASTERLY PROPERTY LINE. <br /> <br />PRIOR TO COMMENCING ANY WORK ON SITE, THE REVISED PLANS <br />REFLECTING THE CONDITIONS FOR APPROVAL BE APPROVED BY THE CITY. <br /> <br />PROPER EROSION CONTROL BE INSTALLED PRIOR TO CONSTRUCTION OF THE <br />PARKING LOT AREA. <br /> <br />LANGUAGE REGARDING THE CROSS PARKING AGREEMENT BETWEEN THE <br />CHURCH AND THE CITY WILL BE DRAFTED BY THE CITY A1'i'ORNEY. <br /> <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6.5. <br /> <br />Request for Administrative Subdivision by River of Life Church, Public Hearing Case <br />No. AS 96-6 <br /> <br />City Planner Steve Ach indicated that the River of Life Church is requesting to <br />subdivide approximately 53 acres into three separate parcels. The property is <br />located at the southeast corner of 217th Avenue and County Road 1. SCeve Ach <br />reviewed the staff report on this issue. Discussion was held regarding the poor <br />condition of 217th Avenue which is currently a gravel road, and the fact that the <br />road is not wide enough to bring it to an acceptable condition. Steve Ach <br />indicated that one of the staff recommendations is to have the church dedicate <br />the appropriate right-of-way in order to bring 217th Avenue to a total of 60 feet of <br />right-of-way. <br /> <br />Discussion was held regarding Concord Street. Steve Ach indicated that staff is <br />requesting that a dedicated right-of-way be provided for the continuation of <br />Concord Street to 217th Avenue. However, construction of Concord Street would <br />not be required at this time. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Greg Gamroth, 21493 Concord Street, indicated he was opposed to dedicating <br />right-of-way and improving Concord Street as it will increase the traffic on the <br /> <br /> <br />
