2002 End Use Planning <br />• During the work sessions with stakeholders conducted in 2002, the overall vision for the closed <br />Facility was as passive recreational use with some commercial opportunity at the intersection of <br />Highway 169 and 221 sr Avenue. Other items of note from the 2002 planning sessions included: <br />• when full closure of the facility is achieved it is anticipated that some of the existing <br />structures could be reused as recreational and/or educational facilities <br />• final elevations would likely fluctuate over time due to gravitational and natural causes, <br />but would likely stabilized after twenty five years, thus it would be beneficial for the end <br />use plan to be flexible <br />To achieve this vision it was recommended that the City and the ERL work together to develop <br />potential trail locations, landscape grading, and a revegetation scheme. It would also be <br />beneficial for the City and the ERL to maintain along-term working relationship regarding <br />future end use plans. <br />The following describes the process conducted in 2002 that arrived at the overall vision <br />described above. <br />Background <br />The intent of the 2002 planning effort was to assist the ERL in their desire to work with the <br />community to develop an end use plan for the facility. The information compiled as part of this <br />work could also be used to develop an end use plan that may be required as part of future re- <br />• licensures. <br />The 2002 End Use Master Plan was developed as a community effort and the stakeholders were <br />comprised of the following: <br />• City of Elk River Planning Staff <br />• City of Elk River Parks and Recreation Commission <br />• Livonia Township <br />• Elk River Landfill <br />Approach and Methodology <br />In 2002, the planning and design process was established as apro-active approach by having all <br />the above stakeholders involved from the beginning through completion of the final master plan. <br />The methodology used to develop a final plan centered on completing several phases. <br />The first phase of the process started in 2002 was to understand the facility, its operation, <br />technical parameters, infrastructure, landfill end use precedents and other related base <br />information. The second activity required stakeholders to be familiar with the site opportunities <br />and constraints through site observation and walk through. After that, a third activity, which was <br />a design working session, was scheduled to brainstorm concept ideas as well as formulating a <br />vision for this plan. Several plans were generated and presented to the stakeholders following <br />this third activity back in 2002. The final activity conducted during the 2002 process was <br />• <br />
