• - Streets and Traffic. Construction of the SDA is not expected to increase traffic or <br />hauling, thus there would be no adverse impacts to city streets, congestion, or <br />interference with traffic. Adequate vehicle stacking facilities are provided to ensure <br />that no vehicle desiring entry into the Landfill site has to wait outside the perimeter <br />of the Landfill Property. An all-weather haul road will be provided to the unloading <br />area of the SDA and watered on a regular basis. A new scale will be added for the <br />SDA in the future. <br />- Police and Fire. The SDA would not require additional police and fire protection, or <br />increased use of other emergency services. <br />- Fire fighting equipment including at least one piece of heavy equipment, fire <br />extinguishers in all machines working in the Landfill, and a water truck will <br />be kept available on the site during the active life of the Landfill. <br />- The self-contained breathing apparatus purchased for the City Fire <br />Department is available at the Fire Department for use by ERL on a <br />temporary basis, as approved by the Fire Chief. <br />- ERL will make a Landfill operator available at the request of the City Fire <br />Chief to consult and advise the fire department about Landfill fire fighting <br />issues. <br />- Parks and Schools. As an industrial use, the Landfill does not generate park or school <br />needs. <br />- The proposed End Use of the facility includes passive and/or active <br />recreational facilities, attractive open space and trail connections, all of which <br />will become an asset to the surrounding area upon closure of the landfill. <br />- Sewer and Water. The site is adequately served by on-site sanitary sewer and <br />potable water. ERL has its own well that supplies a potable water supply for site <br />personnel. Adequate sanitary facilities and shelter will continue to be provided for <br />• site personnel. <br />Stormwater Management. A stormwater management plan has been developed for <br />the site expansion that meets the requirements of the National Pollutant Discharge <br />Elimination System (NPDES) Construction Permit requirements for erosion control <br />and temporary and permanent stormwater management. The ERL will apply for <br />coverage of the SDA under the existing Minnesota General Permit for Authorization <br />to Discharge Stormwater Association with Industrial Activity. The ERL's existing <br />Stormwater Pollution Prevention Plan (SWPPP) will also be updated to include the <br />SDA in accordance with Minnesota General Permit for Authorization to Discharge <br />Stormwater Association with Industrial Activity. The SWPPP will be updated as <br />necessary to comply with upcoming new stormwater regulations. <br />- Electrical Service. Adequate electrical service is provided at the site for operations <br />and repairs. The Landfill generates electricity at the landfill gas to energy facility. <br />An additional landfill gas to energy facility is also being proposed. <br />(5) Will not involve uses, activities, processes, materials, equipment and conditions of operation <br />that will be detrimental to any persons or property because of excessive traffic, noise, smoke, <br />fumes, glare, odors, dust or vibrations. <br />^ Traffic. The Landfill does not generate excessive traffic. Traffic issues were addressed in the <br />Scoping EAW for the SDA project. No additional traffic is expected to be generated by the <br />SDA operations.
