Litter Control. As is the current practice, ERL will engage in a regular and routine litter • <br />maintenance and removal program extending one-half mile north and south of the entrance <br />to the Landfill and to any other areas adversely impacted by debris related to Landfill <br />operations as may be determined by the City. Litter will be removed from these areas not <br />less than once per week and more often if necessary because of spills or complaints from <br />neighboring property owners, and ensure that these areas are kept free of litter generated by <br />truck traffic traveling to and from the Landfill. In addition: <br />The SDA will be surrounded by a 16-foot high galvanized steel fence that prevents <br />litter from escaping the site. <br />ERL employs a fulltime litter picker. <br />ERL will inspect all trucks leaving the Landfill to ensure that they are either fully <br />enclosed or covered, and/or clean, and will not spread litter on surrounding streets <br />and roadways as they leave. <br />Odor. Odors will be controlled by minimizing the size of the active disposal area, properly <br />covering the waste daily, and by incorporation of the gas collection system (gas extraction/ <br />power generation system) for the SDA. The facility operates in accordance with an approved <br />Odor Control Plan and constantly monitors for potential odor issues. Odor complaints <br />received by the facility are tracked, and the Landfill promptly investigates every odor <br />complaint and takes corrective actions when odors can be traced to a specific condition. <br />The ERL routinely monitors and tests emissions from the landfill, enclosed flare, and <br />landfill gas to energy plant as required by both the facility's air quality and solid <br />waste permits, and will continue to do so. Surface scans at the existing landfill site <br />are also regularly performed by ERL in compliance with the facility's permit. <br />Performance testing of the enclosed flare and internal combustion engines are all • <br />within permitted levels. There is a potential for odor releases from the SDA, however, <br />this potential is not an increase over current conditions. The ERL has an odor <br />complaint tracking system in place, and promptly investigates all complaints <br />received. <br />• Safe .The Landfill will adhere to applicable safety standards. <br />- The landfill will have a security fence around the perimeter of the site. A gate is <br />provided at the entrance to the site and kept locked when an attendant is not on <br />duty. <br />- Adequate communication facilities are provided for emergency purposes, including <br />mobile phones and two-way radios. <br />- Emergency first aid equipment consisting of at least one first aid kit kept near the <br />working face, and at least one shower on site available to all personnel and <br />customers will be supplied. <br />- At least one of every four Landfill personnel will be trained in first aid and CPR. <br />- ERL will, during all hours of operation, maintain and operate a separate suitable and <br />safe disposal area for the dumping of small loads by pickup trucks, cars, and trailers. <br />This separate site will be located and operated with due regard for the nature of the <br />vehicles bringing such loads, and the normal frequency of such dumping. <br />^ Equipment and Storaoe Facilities. Adequate equipment will be supplied capable of spreading <br />and compacting the refuse as received. At least one machine capable of covering the working <br />face, in its entirety at the end of the day, will be supplied.
