2. Proposed Structures • <br />Proposed structures are shown on the Development Plan. Proposed structures located within <br />the SDA are a new Landfill Gas to Energy Building, scales and a scale house. Proposed <br />structures located within the existing landfill property are a leachate storage tank and <br />potential Household Hazardous Waste Facility. <br />3. Off-street Parking and Loading Areas <br />Off-street parking would be provided for the Household Hazardous Waste Facility within the <br />existing parking lot for the landfill office. This parking lot currently has 20 parking spaces. <br />The proposed perimeter operations road and perimeter access road represent the °loading <br />areas" associated with landfill operations. <br />4. Utilities <br />The required utility plan is for municipal sewer and water lines and hookups. The project <br />does not propose any use of municipal sewer and water, therefore, no utility plan is required. <br />This was discussed and confirmed with staff on February 20, 2009. <br />5. Screening/Buffering/Landscape Plan <br />The Landscape/Screening Plan is provided on Sheets L2.01, L2.02, and L5.01 and renderings <br />of the screening plan are provided in Exhibit 3. The intended purpose of the Landscape Plan <br />is to screen and buffer proposed landfill operations from the surrounding vicinity. A 300-foot <br />buffer, which includes the 200-foot wooded buffer along the City's Railroad Hiking Trail, is <br />provided between the cell boundary and the western properly line. The berm and • <br />landscaping along 221St Avenue will provide a 300-450 foot open space buffer between cell <br />boundary and 221St Avenue. The cell boundary will be setback approximately 250-450 feet <br />from TH 169. The existing berm along TH 169 on the eastern edge of the property will be <br />enhanced to screen the landfill. <br />6. Lighting <br />No new lights are proposed; therefore, a lighting plan is not part of this application. <br />7. Signs <br />No new signs are proposed; therefore, no signage plans are required. If future signage is <br />proposed, then the City would review the proposed signage in accordance with its set <br />procedures and requirements. Future signage could be related to the Household Hazardous <br />Waste Facility and landfill closure. <br />8.
