<br />• <br />• <br />1.2.2 INCREASE IN GAS TO ENERGY CAPACITY <br />With the development of the SDA, it is envisioned that a new landfill gas to energy building will <br />be constructed. Harnessing the methane emissions from decomposing municipal solid waste <br />directly reduces greenhouse gas emissions while generating a renewable green energy. Methane <br />is a very potent greenhouse gas with a relatively short atmospheric life. Because methane is both <br />potent and short lived, reducing methane emissions from MSW landfills is one of the best ways to <br />achieve anear-term beneficial impact in mitigating greenhouse gas emissions and potentially <br />mitigating global climate change.l <br />The use of landfill generated gas <br />for power production also <br />indirectly reduces air pollution by <br />offsetting the use of non- <br />renewable resources such as coal, <br />oil, or natural gas to produce the <br />same amount of energy. It also <br />improves the air quality of the <br />surrounding community by <br />reducing landfill odors and <br />destroys most of the non-methane <br />organic compounds that are <br />present at low concentrations in <br />uncontrolled landfill gas. <br />Additionally, the landfill gas <br />project at the ERL creates jobs <br />associated with the design, <br />construction, and operation of the <br />energy recovery system. <br />Engines <br />generate <br />electricity that <br />is sent back to <br />Elk River <br />Community <br />Gas is collected <br />and used to <br />fuel electrical <br />generating <br />engines <br />Waste <br />decomposition <br />creates methane <br />gas <br />Equipment <br />places and <br />compacts waste <br />The layout of the new gas to <br />energy building is envisioned to <br />be larger in size, but somewhat <br />similar in layout to the existing <br />gas to energy building, which is shown in the above photo. <br />r <br />The landfill gas to energy building will be permanent structure, most likely constructed of pre- <br />cast concrete and will utilize on-site septic facilities for sewer and the on-site potable water well, <br />and will require electrical and phone service. <br />1.2.3 NEW HOUSEHOLD HAZARDOUS WASTE FACILITY (HHWF) <br />ERL would like to work with the City of Elk River and Sherburne County on plans to place a <br />Household Hazardous Waste Facility (HHWF) for drop-off of household hazardous waste <br />materials. The proposed location of a future HHWF is near the existing office building and is <br />shown on the Site Development Plan -Entire Property.
