PAUL <br /> <br />WASECA <br /> <br />Dear Council Members: <br /> <br />As you are aware, the public hearing and the assessment hearing for the 1996 Riverview <br />Heights Area Overlay Improvement are scheduled for Monday, September 9, 1996. We <br />are holding both the public hearing and the assessment hearing the same evening in an <br />effort to expedite the project to get it accomplished this construction season. I will be <br />prepared to make a brief presentation, summarizing the project and the assessments. As <br />you recall from the feasibility study the proposed assessment rate is $1,300 per unit. This <br />is the same rate that was used for the 1995 Overlay Improvements. <br /> <br />Attached is a complete assessment roll indicting all properties that were mailed notices. <br />As of the date of this memo, I have only received one call, which was from Mr. Jim <br />Simpson who lives on Riverview Drive. As you will note from the assessment roll, <br />Mr. Simpson is shown with two assessable units because of the two pin numbers which <br />appear on the County tax roll. Mr. Simpson called to indicate that the second property <br />is only a partial lot which is not big enough for a building site. It essentially gives him <br />a larger property on which his home is located. For whatever reason, the two properties <br />were never combined as one. I indicated to Mr. Simpson that we would recommend that <br />the second property be dropped from the assessment roll and his assessment be reduced <br />to one unit. <br /> <br />At this time, the City has not received any formal written appeals from the property <br />owners. Individuals may appeal their assessment to this project by presenting a signed, <br />written objection to the Mayor at the hearing. An individual simply standing up at the <br />public hearing indicating their objection to this project does not constitute an assessment <br />appeal. Following the submission of a signed, written objection, the property owner also <br />has to serve a notice of appeal upon the Mayor or City Administrator within 30 days after <br />the adoption of the assessment roll, and must file his notice with the District Court within <br />ten days after serving the Mayor or City Administrator. <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
