IMPLEMENTATION <br />Engineering Departments of the city. The lead role in managing implementation for <br />the City falls to the Planning Department. The actions to be taken by the Planning <br />Department to implement the plan include: <br />Application o f land use controls to guide private development. <br />Review o f development plans and proposals. <br />Coordination o f planning for capital improvements needed to facilitate redevelopment. <br />Creation o f plans to finance for public redevelopment investments. <br />The Engineering Department leads the design of public infrastructure improvements <br />needed to support development and redevelopment for the ~7ist Avenue FAST. <br />The Engineering Department is a key player in planning for future roadway and <br />transportation improvements, including on-going conversations with MN DOT on <br />regional highway improvement projects affecting the project area. <br />The Park and Recreation Board is responsible for planning, building and maintaining <br />parks and trails through the project area. <br />LAND USE CONTROLS <br />The initial focus of implementation will be on actions needed to establish the master <br />plan as the official guide for development for the ~7~st Avenue FAST. These procedural <br />steps in implementation involve the adoption of key policy documents and updated <br />development controls. <br />Approve the Master Plan <br />The first implementation step is City Council action to approve this master plan. City <br />Council approval sets the stage for subsequent actions. The master plan is used <br />to inform subsequent planning efforts such as comprehensive plans, zoning and <br />allocation of resources. <br />Amend Land Use Controls <br />Plan approval is the trigger for taking other actions needed to guide land use for the <br />i7ist Avenue FAST in accordance with this master plan. Land use controls not only <br />promote the desired development outcomes, they also prevent development that is <br />not consistent with the plan. <br />Comprehensive Plan <br />Step one is to update the City's Comprehensive Plan with the new "Future <br />Development Framework Plan", Figure 6.i and the new land use plan designations <br />consistent with the vision of this master plan. Amending the Comprehensive Plan <br />creates the foundation for all other implementation actions. Consistency with <br />the Comprehensive Plan is a statutory requirement for zoning regulations, capital <br />improvements and redevelopment projects. <br />
