allowed on City property. The ordinance currently states: Only signs approved by the City of Elk Diver may be <br />placed on City properties, as approved by the City Administrator or designee. This community event proposal was <br />not reviewed by the Planning Commission. <br />Planning Commission Action <br />Proposed Campus Setting Language <br />A representative from a local business proposed some language regarding "Campus Settings" and signage <br />at the April 14, 2009 Planning Commission meeting. The Planning Commission postponed the request to <br />the May 12, 2009 Planning Commission meeting to allow staff to review the proposed language <br />presented by the business representative. <br />Staffls interpretation of his proposed language is that a "Campus Setting" equates to amulti-tenant <br />building. For example, if there are eight businesses in one building located on a five acre parcel (which <br />could be subdivided into 5 one acre lots in the C3 highway commercial zoning) then the "campus" is <br />allowed to have five freestanding signs. <br />Staff has concerns with this proposed language, in part because staff feels the ordinance adequately <br />provides options for signage, including freestanding signs (plus the bonus for 300+ feet long parcels), <br />area identification signs wall signs, and temporary signs. <br />Staff feels the proposed language dangerously negates the effect of the sign ordinance, which established <br />reasonable standards for signage throughout the community. <br />Some of the concerns staff sees with his proposed language are: <br />• The amount of free standing signs would dramatically increase throughout the City <br />o This could saturate the landscape along the highways. <br />o Image could be impacted. <br />o Effectiveness may be compromised. <br />o Safety-add to distractions on the highway. <br />• Quantifying signs for any property will be difficult <br />o How many lots can the property really be subdivided into...interpretation of <br />wetlands, right-of--ways, buildable areas, etc.? Staff has serious challenges on making <br />regulations based on "what could happen". <br />o How many "businesses" are in the building(s); is MegaStore, MegaStore Pharmacy, <br />MegaStore Bakery, MegaStore Video and My Hometown Bank five separate <br />businesses or is it two? <br />o A goal of the current proposed ordinance amendment is to simplify how sign <br />calculations are figured and staff believes this will be extremely confusing to the <br />public/end user. <br />• What do you do when a business leaves? <br />o Does that leave a blank sign standing? <br />o Does the vacant sign become a real estate sign? <br />• What zoning district(s) would this apply to? <br />o If all, it virtually will take precedence over any other regulations except sign size and <br />height. <br />o If only a select few, is that fair to other businesses? <br />S:\PLANNING MAIN\Case Files\OA\OA 09-01 Sign Ord Update\OA 09-O1_CC-3.doc <br />
