906.06 - WILD AND SCENIC RIVER ~D USE'DISTRICT <br /> <br /> i. Wild and Scenic River Designation and Boundaries. <br /> <br /> lq ~. In order to preserve and protect the Mississippi River and its adjacent lands which <br /> vSSeSs outstanding scenic, recreational, natural, historical, scientific and similar values, the <br /> ississippi River in Elk River has been designated as a Wild and Scenic River and this river <br /> and its adjacent lands are hereby designated as a Wild and Scenic River District, the <br /> boundaries of which are based on the Mississippi River rule, Minnesota Rules, parts <br /> 6150.0910 and 6105.0950. <br /> <br /> ~ ~. The boundaries of the Mississippi Wild and Scenic River District are shown on the map <br /> designated as the City of Elk River Official Zoning Map, which is made a part of this <br /> ordinance and is on file with the zoning administrator. In case of conflict between the Zoning <br /> Map and the property descriptions in Minnesota Rules, the latter shall prevail. <br /> <br />2. Mississippi Wild and Scenic River Overlay District <br /> /~ ~ Overlay Concept - The Mississippi Wild and Scenic River District of the City of Elk <br /> River shall be treated as an Overlay District. All Permitted, Accessory, Conditional and <br /> Prohibited Uses as specified by the applicable underlying Zoning District shall apply, except <br /> that marinas and extractive uses are prohibited. The development of public or private <br /> recreational facilities shall conform to the design specification ~uidelines in Minnesota Rules, <br /> part 6105.0940. These underlying districts are shown on the z~oning Map, and the uses are <br /> described in Section 900.12 of the Zoning Ordinance. In addition, land use patterns within <br /> the Mississippi Wild and Scenic River District shall be consistent with the City of Elk River's <br /> Growth Management Plan. <br /> <br /> 13 ~ Rezoning - In reviewing proposals to rezone any land underlying the Mississippi Wild <br /> d Scenic River Overlay District, the City shall assure that the proposed Zoning District is <br /> consistent with Section 906.00 (2) and the criteria, considerations, and objectives in Section <br /> 904.06 (2) (c) of this Ordinance. Rezoning must be certified in accordance with Section <br /> 906.04 of this Ordinance. <br /> <br />906.08 - ZONING AND WATER SUPPLY/SANITARY PROVISIONS <br /> <br />1. Lot Area and Width Standards. <br /> <br />The following standards shall apply to the Mississippi Wild and Scenic River District listed in <br />Section 906.06. Where the requirements of the underlying zoning district as shown on the <br />Official Zoning Map are more restrictive than those set forth herein, the more restrictive <br />standards shall apply. The lot area (in square feet) and lot width standards (in feet) for <br />single, duplex, triplex and quad residential lots created after the date of enactment of this <br />Ordinance shall be as follows: <br /> <br /> the Mississippi Wild and Scenic River D~stnct' ' .........
