PAUL <br /> <br />WASECA <br /> <br />This feasibility study was authorized by the City Council on August 5, 1996. Also on <br />this date, a public heating was held with the Riverview Heights Area property owners to <br />discuss an improvement project consisting of municipal utilities and permanent urban style <br />streets with storm sewer. At the close of this hearing, the City Council decided not to <br />proceed with the public utilities and permanent streets, but instead to consider an overlay <br />improvement for the area. The location of Riverview Heights Area is shown in Exhibit <br />1. The Riverview Heights Area consists of Riverview Heights 1st, 2nd, and 3rd <br />Additions, Grandview 1 and 2nd Additions, and Palmer's Addition. All of the streets in <br />this area are to be overlaid with the exception of Macon Street between County Road 30 <br />and Riverview Drive, and Riverview Drive between Macon Street and Joplin Street. <br />These two roadways abut the recently approved Country Crossing 3rd Addition and it is <br />anticipated the Developer will be looking for public improvements to service the lots <br />which front these streets long before an overlay would have served its useful life. The <br />streets to be overlaid are shown in Exhibit 2. <br /> <br />The proposed improvement will consist of an average of a 2-inch overlay on all of the <br />streets. The overlay typical street section is shown on Exhibit 3. Prior to the overlay, <br />it will be necessary to repair areas that are badly deteriorated. In addition, the <br />improvements would consist of milling and/or removal of a small portion of each <br />driveway to ensure they can be made to match properly with the newly overlaid street. <br />Taking into account the estimated cost of the proposed overlay and all preparatory work <br />needed plus the typical overhead for this type of project, it is estimated that the total <br />project cost would be $161,200. The number of units available to be assessed for the <br />improvements is estimated at 124; therefore, the estimated assessment on a per lot basis <br />would be $1,300. This is the same amount that properties involved in the 1995 overlay <br />project were assesed.
