PAUL <br /> <br />WASECA <br /> <br />At the public hearing held on August 5th, 1996, the City Council elected not to proceed <br />with municipal improvements and permanent street reconstruction in the Riverview <br />Heights area. The direction that the Council gave to staff was to review the streets and <br />return with a recommendation relative to an overlay project to be completed in 1996. <br />Following that direction, Phil Hals and I have reviewed the entire Riverview Heights <br />area, including the Grandview Additions and Palmer's Addition. It would be our <br />recommendation that an overlay project be accomplished on all of the streets, with the <br />exception of Macon Street and the portion of Riverview Drive adjacent to the Country <br />Crossing 3rd Addition. It is our belief that an overlay of these two streets will have a <br />useful life much longer than the Developer of Country Crossing 3rd will be willing to <br />wait before sewer and water to serve his project. Phil believes that, with some <br />maintenance effort, he will be able to keep these streets in satisfactory condition until such <br />time that the development of Country Crossing 3rd Addition would require sewer and <br />water and street reconstruction of these streets. I have contacted the Developer of <br />Country Crossing 3rd Addition, Mr. Tony Emmerich, and he confirmed that he would <br />like the improvements as soon as possible. <br /> <br />Since the August 5th City Council meeting, we have worked on a time line and a cost <br />estimate for the overlay project. Based on the cost estimate, we believe that the area can <br />support an overlay project at the same assessment rate as last year. As you recall, that <br />was $1,300 per unit. In working through the time line necessary to accomplish the <br />required hearings and still allow sufficient time to get the project bid, we have prepared <br />four resolutions for the Council's consideration. They are as follows: <br /> <br />The first resolution orders the feasibility study. <br />The second resolution receives the feasibility study and orders the public hearing <br />for September 9th at 6:30 p.m. We have started work on the feasibility study and <br />believe that it will be available on Monday, August 19th. <br />The third resolution orders the preparation of plans and specifications and directs <br />us to solicit competitive bids upon completion of the plans and specifications. <br />The fourth determines the assessed cost and orders the preparation of the <br />assessment roll. We would then send out assessment notices, also calling for an <br />assessment hearing on September 9th at 6:30 p.m. <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
