City of Elk River <br />TH 10 Banner Policy <br />Purpose: <br />The city believes the placement of banners on the light poles along TH 10 in the downtown <br />area is an important part of identifying and celebrating the community. The city also <br />believes that the placement of banners should be made available for other charitable and/or <br />non-profit organizations within the community. This policy will provide the guidance for <br />this use of the banner arms by other charitable and/or non-profit organizations. <br />Eligibility for Banner Arm Use: <br />To be eligible to use the TH 10 banner arms, a charitable and/or non-profit organization <br />must meet the Internal Revenue Code definition contained in Section 501 (C) (3). <br />Banners: <br />Charitable and/or non-profit organizations wanting to place banners on the TH 10 light <br />poles must provide at their cost a minimum of four (4) banners and a maximum of twelve <br />(12) banners. <br />Banners are generally four (4) feet by two (2) feet; must be made of 18-ounce vinyl material <br />with no more than three (3) colors excluding the banner material color. All banners must <br />comply with current MnDOT requirements contained in the Traffic Engineering Manual. <br />Banner design must be approved by the Street Division sign technician. <br />Banner Placement and Timing: <br />There will be no charge to charitable and/or non-profit organizations that have been <br />approved for placement of banners on the TH 101ight poles. Banner placement will be <br />coordinated through the Street Division sign technician. Banners can be placed no more <br />than thirty (30) days before a scheduled event and must be removed within five (5) working <br />days after the event has occurred. <br />S:\PUBLIC WORKS\Engineering Division\Banner Policy\Banner Policy Draft 420-09.doc <br />
