REQUEST FOR ACTION <br />To Item Number <br />Ci Council 7.1. <br />Agenda Section Meeting Date Prepared by <br />Public Works A ri120, 2009 Te Maurer, Public Works Director <br />Item Description Reviewed by <br />Discussion Regarding Placement of Banners on TH 10 Light Lori ohnson, Ci Administrator <br />Poles and Approving Banner Policy Reviewed by <br />Action Requested <br />Staff is requesting: <br />^ Direction from the City Council on the potential purchase and placement of banners <br />along TH 10; and <br />^ Review and approval of the attached Banner Policy for the use of the banner arms by <br />charitable and/or non-profit organizations. <br />Background/Discussion <br />Attached are a few examples of banners that have been developed by the street division sign <br />technicians that could be placed along the TH 10 light poles. We have attempted to keep the <br />banners relatively simple, while advertising the City of Elk River, Energy City, and the downtown <br />concert series. Obviously, these banners could be mixed and matched relative to color. The <br />banners could also be printed with a "Welcome to". Also attached is a graphic representation of <br />what the banners may look like along the TH 10 corridor. <br />This item was reviewed at a recent department head meeting. The consensus from the <br />department heads was that a simple blue on white or white on blue City of Elk River banner was <br />the favorite, plus four banners advertising the downtown concert series at the light poles either <br />side of the Main Street and Jackson Avenue intersections. <br />We have obtained ballpark estimates for the manufacturing of the banners. They will generally <br />run $75 - $100 each, depending upon the complexity, number of colors, and the number of <br />banners ordered. The material that they would be made of is a marine quality vinyl and is <br />guaranteed fox a period of three years. <br />The attached Banner Policy attempts to incorporate the direction the Council gave at a recent <br />meeting relative to charitable and/or non-profit organizations utilizing the banner arms. You will <br />note that the definition for charitable and/or non-profit organization is the same as contained in <br />the City's sign ordinance. We have required that the organizations provide at their cost 4 -12 <br />banners. There is no charge for placing the banners. The City will utilize Elk River Municipal <br />Utilities for that purpose. The policy allows the banner advertising a specific event to be placed <br />up to 30 days before and removed within 5 days after the event. We have specified that the <br />banners should have no more than three colors and that they need to be reviewed by the street <br />
