Box 490 <br />Elk River, MN 55330 <br /> <br />RE: JARVIS STREET / 156TH AVENUE UPGRADE <br /> <br />Dear Council Members: <br /> <br />At your July 15, 1996, City Council meeting, in considering the Renner Addition, the <br />City Council indicated that they would like to see the Jarvis Street upgrade be done as a <br />public improvement project with the Renner Addition paying 50% of the cost of the <br />upgrade, and the remaining 50% assessed to the property on the opposite side of the road. <br />Since this meeting, Lee Fredrickson, who owns Lots 7 through 10 of Block 1 and Lots <br />5 through 9 of Block 2, Ar-mon Commercial Park located just to the east of Jarvis Street, <br />has petitioned for the upgrade of 156th Avenue from his car dealership to Jarvis Street. <br />Attached is a copy of the petition. Based on this petition and the Council direction, we <br />have prepared the attached resolution which would initiate a public improvement process <br />on Jarvis Street and 156th Avenue from the Fredrickson auto dealership to Jarvis. <br /> <br />For your information, I had an opportunity to talk to Mr. Larry Hickman at the July 15th <br />City Council meeting regarding the timing of the Jarvis Street upgrade. I indicated to him <br />that it would likely not be undertaken until the spring of 1997. I thought that, with the <br />requirements for a feasibility study and a public hearing with notices associated with these <br />hearings, to construct the project in 1996 would run the risk of not having sufficient time <br />to get the road in a reasonably good condition prior to the onset of winter. I thought it <br />would be better to not risk having a road partially completed with his new furniture store <br />ready to open.
