INFORMATION <br />~~, <br />•-~..~- <br />ver <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Bob Kluntz, Police Department <br />DATE: April 9, 2009 <br />SUBJECT: Edward Byrne Memorial Justice Assistance Grant <br />Earlier in 2009 the police department was made aware of funds available through the <br />Edward Byrne Memorial Justice Assistance Grant. The Police Department was allotted <br />$20,740, so after some discussion it was decided to apply fox these funds to offset the cost of <br />a marked squad car. This will not be an addition to the fleet; the funds will be used to <br />replace funding which we expect to be cut in 2010. <br />As a requirement of this grant request, the application must be made available for review by <br />the governing body of the City of Elk River not fewer than 30 days before the application is <br />submitted. Therefore, no action is requested, the only requirement is that the application is <br />made available fox Council and public review. <br />Because of non-supplanting requirements and the fact that the window of opportunity to <br />order a 2009 car has closed, the money has been requested for the purchase of a car in 2010. <br />Due to budget cuts a squad car was removed from the police department 2009 budget. In <br />anticipation of further cuts in 2010 the police department wishes to use this grant money to <br />assist in the purchase of a squad car; which we expect to be cut from next years budget. The <br />current cost of a 2009 car is $23,279, so with this funding a new car could be purchased at a <br />cost of approximately $2,539 to the City. <br />If you have questions ox comments please contact me at 763.635.1203. <br />
