Box 490 <br />Elk River, MN 55330 <br /> <br />RE: LOWELL AVENUE UPGRADE <br /> <br />Dear Mr. Klaers: <br /> <br />ITlglt 5.10. <br /> <br />CIVIL ENGINEERING: <br />ENVIRONMENTAL <br />MUNICIPAL <br />P~ANNING <br /> <br />SOLID WASTE <br />STRUCTURAL <br />SURVEYING <br /> <br />TRAFFIC <br />TRANSPORTATION <br /> <br />I have been in contact with Don Schumacher of Cretex Companies, Ken Beaudry of <br />Beaudry Oil, and Dr. Jarmoluk concerning the Lowell Avenue upgrade. Both Don <br />Schumacher and Dr. Jarmoluk are very much in favor of the improvement and are willing <br />to sign a petition waiving their rights to appeal. Ken Beaudry indicated support for the <br />project but concern regarding the timing of the improvement. He is very much against <br />any improvement that would be constructed yet this fall. As you are aware, he is in the <br />process of constructing a new office building on Proctor Avenue. Currently, he is <br />operating his entire business out of his Lowell Avenue facilities. By the spring of 1997, <br />the bulk of his operation will be operated out of the Proctor Avenue facilities. He <br />indicated that he would support a project if it were done in 1997. <br /> <br />ELECTRICAL/MECHANICAL <br />ENGINEERING: <br /> <br />HVAC <br /> <br />POWER DISTRtBUTION <br /> <br />SCADA <br /> <br />SYSTEM CONTROLS <br /> <br />Given this, I would suggest that the project go through the normal improvement project <br />process, whereby a feasibility is ordered, public hearing held, project bid, and an <br />assessment hearing is held before awarding the project. There is ample time to get these <br />steps completed and still have a project under construction in the spring of 1997. This <br />would also allow the City time to include Sherburne County in the hearing process, so <br />there will be no need to negotiate with them relative to paying their assessments. <br /> <br />OFFICES IN: <br /> <br />MINNEAPOLIS <br /> <br />PRIOR LAKE <br /> <br />ST. PAUL <br /> <br />WASECA <br /> <br />Attached is a draft resolution ordering the feasibility. Without a petition from the <br />abutting property owners, this would be a City-initiated project; it therefore requires a 4/5 <br />vote to proceed. We have already done the preliminary survey work, anticipating a 1996 <br />construction schedule. Therefore, the feasibility study would be a rather simple <br />document, primarily detailing costs and assessments. During the preparation of the <br />feasibility, I plan to meet with the affected property owners and work out any details on <br />a preliminary design so that all property owners are happy with the project before the <br />public hearing is held. <br /> <br />230/331-2210.jul <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
