license, or if already issued, shall render any license <br />issued pursuant thereto, void. Prior issuance is of no <br />effect to protect the applicant from prosecution for <br />violation of this section or any part hereof. <br /> <br />The City Council may suspend or revoke a license issued under <br />this Section for operation on any premises on which real <br />estate taxes, assessments or other financial claims of the <br />City or of the State are delinquent, or unpaid. <br /> <br />The City Council may suspend or revoke a license issued under <br />this Section upon a finding of a violation of any of the <br />provisions of this Section or any State Statute regulating <br />pawnbrokers. Any conviction by the pawnbroker for theft, <br />receiving stolen property or any other crime or violation <br />involving stolen property shall result in the immediate <br />suspension pending a hearing on revocation of any license <br />issued hereunder. <br /> <br />Except in the case of a suspension pending a hearing on <br />revocation, a revocation or suspension of a license by the <br />Council shall be preceded by a public hearing. The hearing <br />notice shall be given at least ten (I0) days prior to the <br />hearing, include notice of the time and place of the hearing, <br />and shall state the nature of the charges against the <br />licensee. <br /> <br />724.28 - PENALTY <br /> <br />Violation of any provision of this section shall be a <br />misdemeanor. <br /> <br />724.30 - SEVERABILITY <br /> <br />If any section, subsection, clause, sentence or phrase of this <br />Section 724 is for any reason held to be invalid, such decision <br />shall not affect the validity of the remaining portions of this <br />Section 724. The City Council hereby declares that it would have <br />adopted this Section 724 and each section, subsection , clause, <br />sentence or phrase thereof irrespective of the fact that any one <br />or more section, subsection , clause, sentence or phrase be <br />declared invalid. <br /> <br /> Section 2. Summary Approved. The City Council hereby <br />determines that the text of the summary of this ordinance marked <br />"Official Summary of Ordinance No. 96- __, a copy of which is <br />attached hereto, clearly informs the public of the intent and <br />effect of the ordinance.
