Water Department Topics <br />April 14, 2009 <br />I. Private Wells for association's irrigation <br />1. Class A well driller (Document ~~) <br />a. MDH Well License Classification Document <br />b. Comments: I have a concern about random private wells being drilled because <br />uneducated/unlicensed drillers pose a potential risk to our water resources. By <br />law we are unable to stop an association from drilling a well, but we should have <br />an ordinance stating that we allow only Class A well drillers to drill private wells. <br />This in turn would protect our water & community system from <br />unknowledgeable well drillers. If we require a Class A license the utilities has a <br />better chance of knowing more about the aquifer or drift well that is being <br />drilled. Another item to push is having the utilities look into promoting <br />SMART irrigation controllers; this would help to conserve water, especially <br />from private well users, Like associations. <br />II. Comments: The installation of rain sensors has been a law since <br />July 2003. This will be the first year that we will not be installing <br />Irrigation meters with out a proper working rain sensor. The utilities must to be <br />firm about this issue. There are complaints about high water bills and yet the <br />sprinklers are mm~ing while it's raining. As your water supervisor, I believe the <br />advocation of SMART irrigation system is a good start. I think every year the <br />water department has to promote water efficiency & possibly offer rebates for <br />their irrigation system tune-ups. The electric department offers many rebate <br />programs and we should mirror that example because water is a limited <br />resource. <br />4. New Construction/Connection SMART IRRIGATION Policy Proposal <br />(Document E) <br />5. SMART Irrigation Rebate Proposal (Document 1~) <br />6. SMART Irrigation Rebate Application (Document G, Mailer 1, Mailer 2-1, <br />Mailer 2-2) <br />7. Comments: The new construction policy will cover any new irrigation <br />customer. This polity will have our water conversation efforts headed in the <br />right direction. We will have a rebate application for all customers who deride <br />to install a SMART controller. We will send all present irrigation customers a <br />rebate application, along with information about the program & water <br />conservation. It would be wise to send out a bill stuffer for all other customers <br />to be informed on this item. <br />
