Housing & Redevelopment Authority <br />January 3, 2005 <br />Page 4 <br />----------------- <br />Ms. Mehelich indicated that a Q&A Newsletter will be distributed in the January 5, 2005, <br />addition of the Star News. She also indicated that staff is continuing to develop a <br />communication plan to be implemented during the construction phase of the project that <br />will address different forms of communication based on the audience relating to project <br />construction. <br />King Azure Parking Lot Im~irozt <br />Ms. Mehelich stated that Assistant Director of Economic Development Heidi Steinmetz will <br />be having the first meeting of the recently formed King Avenue Parking Lot Task Force on <br />January 4, 2005. Ms. Mehelich noted that City Engineer Terry Maurer will also be present at <br />this first meeting to present the draft parking lot plans. The Task Force will be discussing its <br />mission goals and will provide input on design plans. <br />Riu~r-'s Edge C~spa~ brc~rozr~raents <br />Ms. Mehelich indicated that staff is developing a design for improvements to the River's <br />Edge Greenspace/Park. She stated that the Parks and Recreation Commission is expected to <br />review and approve a plan in February or March 2005. Ms. Mehelich noted that the park <br />dedication fee from the Bluff and Jackson Block projects will be used to pay for downtown <br />park improvements. <br />Commissioner Motin questioned if staff is planning on relocating the gazebo. Ms. Mehelich <br />stated that the plan is to relocate it if the structure can be maintained. She stated that she has <br />spoken to Building and Environmental Administrator Steve Rohlf and he indicated that the <br />gazebo should be able to be moved as long as it is done carefully. Ms. Mehelich also stated <br />that staff would like to relocate the flag and flagpole from Jackson Square but it is unclear if <br />the flagpole can be moved. <br />C~sttiuctio~z StagmgPlan <br />Ms. Mehelich stated that the City Council recently reviewed and approved a construction <br />staging plan from MetroPlains Development. Ms. Mehelich reviewed the plan with the HRA <br />and discussed the changes that have been made to the drawing. <br />Commissioner Lieser questioned if the old Boelter's station corner could be used as <br />additional parking. Ms. Mehelich stated that the property is owned by the Bank of Elk River <br />and they plan to use it for employee parking. Chair Wilson stated that he believes it is the <br />bank's intention to have employees currently parking in Jackson Square to park on that <br />corner which will in turn free up downtown parking space. <br />Ms. Mehelich noted that the HRA will continue to receive monthly project updates. <br />7. Update on Refined Concept Option for Downtown North of Highway 10 <br />Assistant Director of Economic Development Heidi Steinmetz stated that at the HRA's last <br />meeting, it was the consensus that the HRA is not interested in circulating a Request for <br />Proposals for the downtown north of Highway 10 area but they would like to see the <br />concept option used as a guiding document for redevelopment proposals and inquiries from <br />the private sector. Ms. Steinmetz indicated that the HRA also asked for additional <br />information on the following issues regarding the area: <br />Clarifuation on tlae amdition of the utilities locat~l in tlae Jackson Azure (bet~ri Jackson and <br />Irvin Aznre <br />Ms. Steinmetz stated that Bryan Adams, General Manager of Elk River Municipal Utilities, <br />indicated to staff that there is a single phase overhead line that would be put underground if <br />
