We understand the CSAH 39 & 42 intersection area will ultimately be the Otsego "Town <br />Center" and you want it to look as inviting as possible. We support this concept. To <br />achieve this vision, we would suggest the following. <br />a) Relocate the overhead electric poles as required as a temporary solution. <br />b) The Elk River Municipal Utilities has recently applied for a CUP to upgrade <br />the electrical substation at CSAH 39 and 89`" Street. Upon completion of this <br />substation upgrade, the Otsego electric load can be fed from this substation <br />instead of from Elk River along Parrish Avenue. This will reduce the reliability <br />concerns outlined in item #1 above. Upgrading this substation should be <br />complete by late 4`" quarter 2006. <br />c) When the CSAII 39 & 42 intersection electrical system is placed underground, <br />due to its cost, we desire to do it only once and do it correctly. Case in point, <br />approximately two years ago, we installed an underground electric system <br />for the beginning phase of Otsego Waterfront East. Now it must be redone <br />due to MNDOT Highway 101 project. We need to take a comprehensive view <br />if Otsego's future growth from a how, where, and vv~hen perspective <br />particularly along Parrish Avenue where the main feeder is now. From this <br />analysis we can develop an acceptable construction plan. This will address <br />address item #2 above. <br />d) When converting from an overhead to an underground system, existing <br />customers will incur some expense and there are some right of way/easement <br />issues that need to be resolved. This electrical equipment will now be on the <br />ground taking up space. My experience has indicated the right of way/ <br />easement issue can be resolved with proper planning and design but customers <br />incurring additional expense can be very troublesome. <br />If you have any other questions or insights, do not hesitate to call.
