The Minnesota Office of Pipeline Safety did succeed in their rule making effort to require <br />water and wastewater system operators to locate service laterals in public right-of--way. <br />Attached is a summary of this rule taken from the MNOPS newsletter. <br />I had an opportunity to attend a video conference in St. Paul on Principals of Leadership. <br />Stephen Covey, Rudolph Giuliani and Jack Welch were the presenters. Attached are my <br />notes from this video conference. <br />Previously, the street department and now the park and recreation have taken care of our <br />lawn and landscaping needs. Attached is a list of our facilities that need care. This year <br />the park and recreation department has had a tough time keeping current with our lawn <br />care and landscaping needs partly due to weather and partly due to the change in <br />departments. We all will have to get through the problem this year, but next year some <br />changes will need to happen. <br />Coborns Superstore Grocery just completed a large re-lamping of their store with high <br />efficiency lamps. Their utility rebate for this project is $13,840. This rebate will come <br />from Great River Energy/Connexus. We are also starting discussions with the school <br />district concerning the rebates for energy efficient equipment for the eastern Elk River <br />elementary school in the River Park Development. This rebate could be in the $40,000 to <br />$50,000 range. <br />Glen and I have been reviewing our proposed capital projects for this year and next year. <br />Some projects that were planned for this year will probably be delayed. Next year has <br />the potential of being a very large construction year. We are looking at the possibility of <br />doing some 2006 projects this year to level out the work load and cash flow. As our plan <br />develops, we will present it to this commission. <br />A couple of years ago, we installed a secondary electrical system in Orono Park to <br />accommodate the Chamber of Commerce July 4t" festivities. This year at the request of <br />the chamber, we added another 200 amp service to accommodate the carnival. Those <br />electrical enhancements have helped this celebration go much smoother from an <br />operation perspective. <br />As a final note, attached is an e-mail addressing the city councils desire to again have an <br />annual goal-setting work session with all boards and commissions. We should discuss <br />this at our meeting. <br />
