Elk River
Municipal
13069 Orono Parkway
Elk River, MN 55330
U
May 2, 2005
itie s
To: Elk River Municipal Utilities Commission
Jerry Takle
John Dietz
Jim Tralle
From: Bryan Adams
Subject: Highway 101 and CSAH 39 & 42
phone: 763.441.2020
Fax: 763.441.8099
During last years budgeting process, we discussed the upcoming highway intersection
construction in Otsego. The intersections are Highway 101 at CSAH 39 and 42. With
recent meetings with the developer of Otsego's Waterfront East (east side of Highway
101 at the intersection of CSAH 39) construction will start this spring. Also, another
development to the southwest of this intersection will start construction this fall.
Attached is a newspaper article addressing this development.
There are two issues that need to be addressed. They are the relocation of existing
electric lines for construction of these two highway intersections. The second issue is
constructing an electrical distribution system to serve the long term growth in Otsego.
Attached is a letter to MNDOT with a marked up aerial map reflecting part of a solution.
We serve all of the land east of Parrish Avenue to the Mississippi River. When this area
is built up, our electrical load will increase by 12 to 15 M.W. assuming typical
commercial development, 15 M.W. is 3 electrical feeders at a minimum. There is one
feeder now feeding this area. We have an agreement with Wright Hennepin Electric to
utilize the Otsego substation. We are also proposing to MNDOT another feeder from
Station 14 (Great River Energy) south along Highway 101. The latter may be difficult to
build due to crossing the Mississippi River, crossing the Highway 10/169 cloverleaf, and
crossing the railroad. Currently staff is pursuing both the Otsego substation option and
another feeder from Station 14 paralleling Highway 169/101. Ultimately, both will need
to happen. The question is which option is more economical to do first.
For your information, 2005 budget contains a $100,000 to relocate electrical lines for the
MNDOT construction and $500,000 in 2007-2008 time frame for another feeder.
