Project Status <br />December 29, 2004 <br />Page 2 <br />turn lane and median opening along CSAH 13 and the continuation of the <br />sidewalk adjacent to CSAH 13 through the Line Avenue intersection. The City <br />Council directed staff to prepare the plan and to bid the project in the Spring of <br />2005, at which time it would be brought back to the City Council for final <br />consideration as to whether or not to proceed with construction of the <br />construction of the cul-de-sacing of Line Avenue. <br />King Avenue Parking Lot <br />This project involves the removal of the former Elk River Municipal Utilities <br />building, the closing of King Avenue at Trunk Highway 10, and the <br />reconstruction of the entire area into one large parking lot. This project is being <br />undertaken in conjunction with the Downtown Redevelopment Project, which <br />will involve amulti-use building being placed in the Jackson Square parking area. <br />We are currently soliciting quotations from contractors for the environmental <br />abatement of the necessary items in the former Elk River Municipal Utilities <br />building prior to its demolition. Quotes will be solicited for the demolition in <br />about March of 2005. We are working on the design and layout of the parking <br />lot, taking input from appropriate City staff and preparing to initiate a series of <br />meetings with a downtown representative group, beginning in early January 2005. <br />Construction is anticipated to begin as soon as the removal of Spring weight <br />restrictions will allow, and to be completed in the early part of the Summer of <br />2005. <br />Westbound Liquor Store Site Civil Improvements <br />We are working with Tushie Montgomery, the City's architectural firm, on the <br />development of the grading plan, parking lot layout, and utility plan for the <br />construction of the Westbound Liquor Store to be located at the intersection of <br />Trunk Highway 10 and Joplin Avenue. These plans are completed in a <br />preliminary fashion and have been submitted to the Planning Department for <br />consideration of a conditional use permit for the proposed liquor store. Based <br />on the comments received at the Planning Commission and City Council <br />meeting, the plans will be revised, bid, and construction will likely begin early in <br />the Spring of 2005. <br />County Road 40 (Cleveland Avenue) Reconstruction <br />The City has been working with the County for over a year to facilitate aturn- <br />back of County Road 40 to the City. The framework of the turn-back has been <br />agreed upon. City and County staff are currently working through the details of <br />a formal turn-back agreement. Under the terms of the agreement, the City will <br />take the lead on the land acquisition and reconstruction of Cleveland Avenue <br />between CSAH 13 and CSAH 12. This project has a Federal Grant associated <br />with it in excess of $700,000. We are currently working on the prelunuiary <br />Federal paperwork and preluninary layout of the roadway to determine exactly <br />how much land needs to be acquired so that we are ready to proceed as soon as <br />the turn-back agreement between the City and County is formally agreed upon. <br />• Brown Property Development -Based on direction from the City's EDA, we are <br />preparing to begin work on the infrastructure improvements and platting process <br />S:\EngineerImprovProj\2005 Improvement Projects\12 29 04 CC memo 2005 projeas.doc <br />
