Memo to Mayor and City Council/P 03-03 <br />April 21, 2003 <br />Page 2 <br /> <br />Overview <br /> <br />The applicant is proposing to final plat a portion of the preliminary plat of Hillside Estates <br />8~ Addition. The final plat will include 196th Avenue from Menards on the west through to <br />the existing 196th Avenue on the east and two cul de sacs. They will also be platting Outlot D <br />which will be used to meet a portion of the park dedication requirements. The final plat <br />includes 27 single family lots and 4 outlots. This is the second phase of the prelimin~ plat <br />Hillside Estates 8th Addition. The first phase of the project, Hillside Estates 8th Addition, <br />induded platting the end of Baldwin Circle into 5 single family lots. <br /> <br />The City Council approved the preliminary plat for Hillside Estate 8m Addition on March 12, <br />2001. The preliminary plat consisted of 99 single family lots on approximately 62 acres. The <br />proposed final plat is consistent with the approved preliminary plat. The lot layout and street <br />layout are consistent with the approved preliminary plat. <br /> <br />Gradin_a, Draina.qe and Ufilifie~ <br /> <br />The City Engineer will be at Monday's meeting to address any questions. <br /> <br />Park Dedication <br /> <br />The applicant will meet the park dedication requirement with a combination of land and <br />cash. Since a portion of the proposed park consists of wetlands, steep slopes and a utility <br />easement, the applicant will not receive total credit for the proposed parkland. The area of <br />wetlands, steep slopes and the utility easement will be deducted from the park. In order to <br />meet the 10% land dedication requirement, the applicant will make up the difference with <br />cash. The parkland (Outlot D) is included in this final plat. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the attached Resolution No. 03- <br />granting final plat approval for Hillside Estates 9th Addition with the following <br />conditions: <br /> <br />THAT A DEVELOPERS AGREEMENT BE PREPARED OUTLINING THE <br />TERMS AND CONDITIONS OF THE PLAT APPROVAL AND INSTALLATION <br />OF IMPROVEMENTS TO BE RECORDED WITH THE FINAL PLAT. <br /> <br />THAT ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. <br /> <br />THAT STREET LIGHTS BE INSTALLED AS REQUIRED BY ELK RIVER <br />UTILITIES. <br /> <br />THAT A SNOW STORAGE EASEMENT BE PROVIDED IN THE CUL-DE-SACS <br />PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br />S:\PLANNING\Case Files\2003\P 03-03 Hillside Estates 9th\final plat cc 04-21.doc <br /> <br /> <br />
