West, Fire Chief'~-T~~ <br />April 16, 2003 <br /> <br />SUBJECT: Kostreba Self Storage Units <br /> <br />I would like to address a couple of issues discussed at a prior Planning Commission meeting in <br />reference to the Kostreba Self Storage Units on Jarvis Street in Elk River. Under the 1997 Uniform <br />Fire Code Section 902 Fire Department Access it states, fire apparatus access road shall be provided <br />in accordance with Sections 901 & 902.2 for every facility, building, or portion of a building <br />hereafter constructed or moved into or within the jurisdiction. Under Section 902.2.2.1 it states that <br />fire apparatus access road shall have an unobstructed width of not less than 20 feet, an unobstructed <br />vertical clearance of not less than 13 feet 6 inches. The frre apparatus access road shall be maintained <br />to its unobstructed width of not less than 20 feet on a continual basis throughout the entire year. <br />"No parking" frre lane approved signs shall be provided and maintained for fire apparatus access <br />roads to identify such roads and prohibit the obstruction thereof. <br /> <br />Under Section 902.2.2.2. Surface, f~re apparatus access roads shall be designed and maintained to <br />support the imposed loads of f~re apparatus and shall be provided with a surface so as to provide all <br />~veather driving capabilities. Section 902.2.4.1. states the required width of f~re apparatus access <br />roads shall not be obstructed in any manner, including parking of vehicles. Minimum required <br />widths and clearances established under Section 902.2.2.1. shall be maintained at all times. <br /> <br />I have discussed with the owner the number, location, and size of fzre extinguishers to be provided <br />at the proposed self storage units. The placement, number, and fire extinguisher size shall be <br />approved by the Elk River Fire Department. <br /> <br />Discussion between the City of Elk River Building and Zoning Department and the Elk River Fire <br />Department has taken place in reference to storage of vehicles, ATVs, snowmobiles, and other items <br />containing flammable liquids within the Kostreba Self Storage Facility. Terry Zajac from the <br />Building and Zoning Department and I have discussed the limiting of quantities within the self <br />storage units. The 1997 Uniform Fire Code does not prohibit, but recommends, a maintenance and <br />operating practice in accordance with established procedures which will tend to control leakage and <br /> <br /> <br />
