Sherburne County received federal funds to <br />rebuild County Road 40 and it appears this project will start late this year and be <br />completed in 2007. This road project will require us to relocate and upgrade the overhead <br />electric line. To avoid tearing up this new road in a year or two, a trunk water line should <br />also be installed with this road project. Lori Johnson, City Administrator, also indicated <br />this at our March meeting. The question is how will this water trunk line be paid for? <br />Attached is a patched together aerial view of eastern Elk River with the proposed <br />developments. Also attached is a proposed layout of a 16" trunk water main. The layout <br />drawing reflects approximately 11,300 feet of water main at an approximate cost of <br />$50.00/ft. or $565,000. The city normally funds the trunk system with trunk fees accessed <br />to the developer. Because much of the area east & north of County Road 40 has not yet <br />been accessed, I do not know if the city can internally fund this trunk water main <br />expansion. The other alternative would be for either the City or Utilities to fund the <br />project with short item debt. <br />There are 3 other instances where Elk River Municipal Utilities funded trunk water main <br />expansion with city reimbursement when trunk assessments are received. These areas are: <br />1. Extend trunk water main under 175`h Ave. in 2002. Approximate amount funded <br />is $132,000. <br />2. Eagles Marsh trunk water main at Johnson Street. This is the trunk water main to <br />the new water tower. Approximate amount funded is $114,440 in 2002. <br />
