Update on 1715 Avenue Focused Area tudy <br />Mr. Barnhart presented the staff report. <br />Commissioner Tveite amved (5:50 p.m.). <br />MOVED BY COMMISSIONER ZERWAS AND SECONDED BY <br />COMMISSIONER TVEITE TO CALL SPECIAL MEETINGS OF THE <br />ECONOMIC DEVELOPMENT AUTHORITY AT 5:30 P.M. ON FEBRUARY 17, <br />2009; MARCH 16, 2009; AND APRIL 27, 2009 FOR THE PURPOSE OF <br />MEETING JOINTLY WITH THE CITY COUNCIL AND THE PLANNING <br />COMMISSION TO DISCUSS THE 171sT AVENUE FOCUSED AREA STUDY. <br />MOTION CARRIED 6-0. <br />Discuss EDA Goals and Projects for 2009 <br />Mr. Gongoll presented the staff report. <br />The EDA reviewed 2008 projects and highlights and discussed proposed 2009 goals and <br />projects, including: <br />• Update city's Economic Development Strategic Plan <br />• Complete & implement land use plan for 17150 Focused Area Study <br />• Initiate strategies to expand city's inventory of industrial and commercial land <br />• Monitor vacant Target store area for business recruitment or redevelopment <br />• Implement aggressive business retention & expansion program with manufacturers <br />The EDA discussed their desire to review all vacant retail and commercial space in the city. <br />The EDA requested this review be included in the discussion on the update of the <br />Economic Development Strategic Plan. President Dwyer indicated the EDA's previous <br />focus has been on industrial and suggested given the economy's impact on retail that the <br />EDA consider assigning the Marketing Committee review and inventory all of the vacant <br />commercial retail in the city, and suggest ways the EDA can help property owners market <br />their space. <br />Commissioner Touchette suggested that the area north of Guardian Angels facility be <br />monitored for vacancies (LaRose's, hardware store, and auto parts store), in addition to <br />options to market the former bowling alley site along Highway 10. <br />Commissioner Motin asked staff for an update on the post office occupancy near the former <br />Target store. Commissioner Motin indicated it would be better for EDA to focus and take <br />the lead on trying to fill vacant space at this time and the HRA may have a role later for <br />redevelopment. Mr. Gongoll stated that he believes there is a valid role for each authority. <br />Other Business <br />President Dwyer welcomed new EDA member Matt Westgaard. <br />President Dwyer invited everyone to attend the Retail Trade Analysis Workshop scheduled <br />January 22, 2009, from 9 -10:30 a.m. at City Hall. <br />
