Economic Development Authority Minutes Page 2 <br />December 8, 2008 <br />6. 171St Avenue Focused Area Studv <br />Mr. Gongoll presented the staff report. <br />Btuce Chamberlain, Hoisington Koegler Group, Inc. (HKGi) distributed a work plan <br />for this project. He reviewed the scope of work and the work plan. <br />Mr. Chamberlain explained that the Advisory Panel Workshop as suggested would include a <br />panel of trade experts to provide comments and reaction to the proposed plan. <br />President Dwyer indicated he has received questions from some of the smaller stakeholders <br />in the project and questioned how they will be involved. Mr. Chamberlain explained that the <br />additional meetings that are proposed to be added would provide an opportunity for <br />property owners and stakeholders in the secondary areas of the study to review and discuss <br />the plans with HKGi. <br />Discussion took place and it was the consensus of the EDA that the additional open house <br />style meetings should be included in the scope of work and that HKGI should work with <br />staff to contact each of the property owners and stakeholders individually, either by <br />telephone or letter, and allow them an opportunity to comment. <br />Commissioner Motin questioned if the general public (non-stakeholders) would be given an <br />opportunity to review and comment on the plans. <br />Paul Paige -HKGi -indicated that the proposal was that the project area would be broken <br />down into a maximum of four sub-areas identifying landowners that may have similar land- <br />use related issues based on their location within the project area. An open house style <br />meeting would be held for each sub-area group to attend and discuss the status of the <br />project. He stated that the general public could be included as one of these sub-areas. <br />Commissioner Klinzing stated that HKGi will also be meeting with the EDA, Planning <br />Commission, and City Council throughout the process, all of which are public meetings. She <br />added that it would be possible to design a general invite for people to come in and review <br />plans at these meetings. <br />Commissioner Klinzing questioned if the Northstar Corridor Development Authority <br />(NCDA) should be included in the stakeholder meetings: Commissioner Motin is a member <br />of the NCDA and he explained that he believes the NCDA may be interested in reviewing <br />the plans but that they would like to leave control of surrounding development to individual <br />cities. Mr. Paige suggested the NCDA could be included as a panel expert during the <br />Advisory Panel Workshop. <br />Commissioner Tveite questioned why the work plan gives a completion date of May 30, <br />2009, and the contract dictates a completion date of June 30, 2009. Mr. Paige indicated that <br />is an oversight and should be changed to May 30. <br />MOVED BY COMMISSIONER TVEITE AND SECONDED BY <br />COMMISSIONER ZERWAS TO APPROVE THE CONTRACT FOR SERVICES <br />FROM THE HOISINGTON KOEGLER GROUP, INC. TO CONDUCT THE <br />171sT FOCUSED AREA STUDY, INCLUDING THE PUBLIC WORKSHOP <br />OPTION TO FACILITATE OPEN HOUSES FOR AN ADDITIONAL $4,000 <br />FOR A TOTAL CONTRACT PRICE NOT TO EXCEED $59,600.
