Currently Glenn Sundeen supervises the locating function <br />and Dave Berg supervises the metering area. This position will also be the start of our <br />engineering department. Attached is a job description and position evaluation for this <br />proposed position titled "Supervisor Engineering Services". <br />The reasons to add this position are as follows: <br />1) With the new rules on locating underground utilities in road R/W, our record <br />Keeping will become much more critical. As we abandon underground utilities we are to <br />map these abandon facilities for future reference. We are doing a very poor job of <br />keeping track of abandon underground facilities. Consultants were updating our electric <br />and water system maps on an annual basis. Because our systems are growing so fast, our <br />systems maps need to be updated more often than annually so we are bringing this <br />function back in house and doing it would be our own staff. This added person will do <br />some of this CAD work as well as supervise the locator and CAD employee. <br />2) With the increased use of electronic metering both for electric and water, <br />along with power quality issue, this area is becoming more complicated. One supervisor <br />for both the water department and metering is no longer a reasonable approach. Both <br />water production distribution and metering have grown in size and complexity that they <br />both deserve full time supervision. <br />3) Elk River continues to grow and at a faster pace. Glenn & I need help with the <br />increased planning, engineering, project inspection and administration. This additional <br />supervisor will be a great asset in this area. <br />
