<br />status quo for a limited period of time
<br />untilJthe Code of Ordinances can be
<br />revised as necessary to regulate these
<br />~ee.lI.t is antici~ated that this process
<br />will take approxunately one (1) year.

<br />During the term of this Ordinance and
<br />any extension thereof, a' moratorium
<br />is hereby imposed within the City ,of
<br />Elk River on the ,establishment of
<br />pawn shops and-the1ieensingofpawn-
<br />b~okers as defined in the City of Elk
<br />River Code of Ordinances~ J;luring the
<br />~, of, this moratQrium, the City
<br />will not accept an application for or
<br />consider anJ:approvatrequired by the
<br />Code of Ordinances for the establish-
<br />ment cif a pawn shop or liceJising of a
<br />pawnbroker and will not accept an
<br />application lot .or issue any building
<br />permit for construction of a, pawn
