BROOKINGS-TWIN CITIES DEVELOPMENT PROJECT AGREEMENT <br />new substations has not been completed. However, broad corridors, one or two townships <br />wide, within which Great River Energy estimates the proposed transmission lines may be <br />located, have been identified. Great River Energy proposes to provide notice to rural <br />residents affected by these corridors. The notice plan consists of four parts: <br />• Direct mail notice to rural landowners with property in the notice corridors. <br />• Direct mail notice to others with rural mailing addresses within the notice <br />corridors. <br />• Direct mail notice to tribal governments and local units of government with <br />part of their jurisdiction within the notice corridors. <br />• General notice by publishing ads in local papers serving parts of the notice <br />corridors. <br />As of the date of this Agreement, the current estimate construction costs for completion <br />of the Transmission Project is $594 million. <br />The current targeted Transmission Project in-service is 2012. <br />Additional Definitions <br />The following are definitions that have been adapted from the CapX 2020 Development <br />Agreement: <br />(a) Carrying Costs: The carrying costs associated with Monthly Development Project <br />Costs that are computed by the Development Manager and included on the invoice <br />for Monthly Development Project Costs as provided for pursuant to the CapX 2020 <br />Development Agreement. <br />(b) Development Costs: The costs of carrying out Development Work and Joint <br />Development Work, as well as those costs which, pursuant to the terms of this <br />Agreement and the CapX 2020 Development Agreement are, or are deemed to be, <br />Development Costs. <br />(c) Development Manager: A Participant under the CapX 2020 Development <br />Agreement who shall be responsible, in accordance with the terms of that Agreement, <br />for carrying out Development Work and Joint Development Work on behalf of all <br />participants. The Development Manager for the Development Project is Great River <br />Energy. <br />(d) Development Work: The term Development Work shall have the meaning ascribed <br />thereto in Section 5.1 of the CapX 2020 Development Agreement.
