Information is attached to this <br />RFP which was produced by Eos Architecture and this is <br />acceptable to Eos Architecture to have this material included <br />in the RFP. <br />Also attached for your review is a brochure on QBS. QBS is <br />Qualification Based Selection of design professionals by public <br />owners. In reviewing our library expansion project, it may be <br />preferable to have the City go through a QBS process rather <br />than a RFP process. <br />In the RFP process, if the City receives a very low bid, then <br />it must question the quality of work it will receive. The RFP <br />process sometimes makes it difficult to compare "apples to <br />apples". It is much easier for a community to select an <br />architectural firm, then negotiate an appropriate fee. <br />It should be noted that the brochure on the QBS process first <br />recommends that if you are involved in a situation where you <br />have an existing relationship with an architectural firm, then <br />it is recommended that you continue that relationship and <br />jointly develop the new project scope, contract form, and fee. <br />In this regard, we already know that the fee from Eos is in an <br />acceptable range, but we can certainly negotiate this <br />architectural fee. <br />On the other hand, if the Library Board is firm in deciding to <br />go through the competitive selection process, then the QBS <br />guideline indicates that we should select three firms and <br />interview those firms. The meeting on 11/3 is scheduled in <br />order for the Board to select another firm to either interview <br />or send an RFP to and also to receive feedback on whether or <br />not local architect, Doug Moe, is interested in this project. <br />According to the brochure, if we want to go through the QBS <br />process, then we should simply interview Eos, Doug Moe, and one <br />P.O.
