QUALIFYING REQUIREMENTS <br />All applications must address each of the following five qualifying requirements. <br />Failure to provide information on each of the requirements will result in the <br />disqualification of the application. <br />Please complete each section as outlined in the instructions. <br />35. Project Description: <br />The City of Elk River proposes to develop a trail connection between downtown Elk <br />River and Babcock Memorial Park. This connection is approximately one mile. Elevated <br />walkway or retaining walls would be required in on section due to steep slopes. Babcock <br />Memorial Park is a 13-acre park with a half mile of Mississippi river frontage and a boat <br />ramp. The park was built as a 1938 WPA project and is named for the states first highway <br />commissioner. The City of Elk River has aii maintenance and use agreement with <br />MNDOT. <br />36. Costs Associated with the Project: <br />Total Project Cost $1,362,946.20 <br />37. Project Timeline: <br />The city of Elk River is prepared to proceed with this project within 90 days after funding <br />is secured. <br />38. Project Readiness: <br />Cost estimates have been prepared. This project is entirely within MNDOT right of way. <br />MNDoT personnel have iindicated that a limited use permit can be granted for this <br />project. <br />39. Year Round Trail Usage: <br />Elk River Parks and Recreation routinely plows over 40 miles of trail for winter use and is <br />committed to plowing this trail for winter use. <br />EVALUATION CRITERIA <br />All applicants must address each of the following six evaluation criteria that are <br />listed, and in the order that they are presented below. Failure to provide information <br />on each of the criterion will result in the disqualification of the application. <br />40. Site and Project Quality: <br />1.This project will connect a new high density, mixed use devlopment in downtown Elk <br />River with a natural and recreational resource. <br />2. The site provides opportunities for users to enjoy veiws of the Missisippi River and to <br />access several excellent fishing locations. <br />3. Phase one of this project was completed in 2008 as a collaborative effort between the <br />City of Elk River and the Elk River Rotary Club. <br />4. It is proposed that the existing eroded slopes be restored utilizing native plantings and <br />innovative stormwater management practices in order to protect water quality. <br />Page 4 <br />
